The business license application for a new business should be received thirty (30) days before the business opens. Application should also be received on the specific “due date.” If compliance w/ these time frames is not met, the business may be assessed a late fee.

Business licenses are required & restrictions are imposed by the Lake Oswego City Code (LOC 20.02) . These were enacted to ensure the public's interest by regulating businesses to make sure they comply w/ applicable laws & ordinances, & conduct themselves in a manner that does not detract from the public health, safety, & welfare. Dog Licenses Application
A dog license must be procured by paying the City a fee, not later than 30 days after the person becomes keeper of the dog, if the following applies: If your residence is within the City of Lake Oswego's boundaries, then State law requires that you obtain a dog license from the City. To ensure all dogs are properly immunized, licensing programs were formed by counties & cities following Oregon Revised Statutes 609.030 to 609.405, which say "every person keeping a dog that has a set of permanent canine teeth or is six months old, whichever comes first, shall procure a license for the dog." Administrative Rules for the State of Oregon Health Division (Chapter 333, Division 19, Section 345) require all dogs six months of age & older to be immunized against rabies. City applications for dog licenses may be obtained at City Hall, or downloaded below & printed.
Passports
Passport Service at City Hall
A passport is an internationally recognized travel document that verifies the identity & nationality of the bearer. A valid U.S. passport is required to enter & leave most foreign countries. Only the U.S. Department of State has the authority to grant, issue or verify United States passports. U.S. passports can be issued only to U.S. nationals, & appropriate proof of citizenship will be required. The U.S. Dept. of State has authorized the City of Lake Oswego Finance Department as a Passport Acceptance Facility.
Event Permits
To promote success & ensure safety at local events - such as parades, charity walks, festivals, block parties, etc. - the City often requires event organizers to complete a permit:
Block Party
A "Block Party" is a gathering organized by residents of the neighborhood abutting the street to be closed, for their enjoyment. For a successful block party, a Block Party Permit should be obtained.
Special Event Banners Over Roadway
Special event banner signs are temporary banners that are hung over the roadway to advertise upcoming events in or near Lake Oswego. Depending on the location of the banner, their hanging may need to be coordinated w/ the City, the Oregon Department of Transportation (ODOT) & Portland General Electric (PGE) .
Special Events
There are numerous community events throughout the year. As a means of encouraging "special events," the City makes its streets & public right-of-way available to civic, private & community groups. To promote the success of special events, ensure the safety of event participants & spectators, & minimize public inconvenience caused by the event, a Special Event Permit should be obtained.
Film / Photo Shoot

Utility Bills and Payments
Utility Bill Email Notification Authorization
Due to utility software upgrade, the E-Statements will not be available until the September/October billings. Those currently signed up for E-Statements will receive a paper statement by mail for the July/August billings, then will automatically return to E-Statements for the September/October billings.
Easy Pay
The City's Finance Department has a secure, safe, & easy way for its utility customers to pay their bills automatically. The program is called EasyPay. Using EasyPay, customers receive the bill, but their bank pays for it out of funds from their savings, checking, Visa, or MasterCard account. Payments are made on the due date listed on the bill. By using the EasyPay program, utility customers will have one less check to write, they can save on the envelopes & stamps, & they can eliminate that extra trip to the post office or City Hall. Customers have plenty of time to review the bill & call the City w/ any questions before the payment is due.
Utility Bill Information
The City of Lake Oswego adopted new water Tiered Water rates effective March 1, 2012. Utility customers received information in the mail about the new rates & how to estimate your water bill. For convenient information about your utilities, see the supporting documents at the bottom of this page. Water, sewer, surface water & the street maintenance fee are billed bi-monthly (every other month) to offset operations, maintenance & capital improvement costs for the City's utility systems. The water bill includes a fixed monthly charge & a variable charge based on meter readings. In a typical month there are approximately 60 days between read dates. The sanitary sewer portion is based on winter water average usage for the account & are adjusted annually, effective July 1st of each year. Utility Services
The City of Lake Oswego provides utility services such as clean water for drinking & other uses, wastewater collection system (sanitary sewer), surface water drainage, & street maintenance & pavement preservation.
Wastewater
The Wastewater Department operates & maintains 200 miles of collection system & ten pump stations (all of which eventually empty into the Tryon Creek Wastewater Treatment Plant operated by the City of Portland on Foothills Road) .
Streets
The street department is responsible for the maintenance of 150 miles of street signage & 100 miles of storm line & appendages, as well as striping, traffic lights, potholes, brush removal, & street sweeping.
Water
The City of Lake Oswego supplies water to more than 36,000 customers within Lake Oswego.
Surface Water
The City of Lake Oswego operates a surface water management utility that includes ”all natural & man-made facilities utilized by the Surface Water Utility to regulate the quantity & quality of surface water, including drainage easements, culverts, storm drains, catch basins, stream corridors, rivers, ponds, wetlands & impoundments.” The goal of the program is to reduce pollutants to the maximum extent practicable (MEP) .
Moving
The finance department has recently implemented an online Move Order form to provide your to & from location information when you move into or from Lake Oswego as well as when the service should take place.
